Raw Koolada WS-23 is a white crystalline powder which we suspend in Propylene Glycol. This liquid is very strong and should be added to E-Liquid in very small amounts, no more than 5%. For example: the addition of 5% WS-23 liquid in a 120ml Shortfill would require 6ml.
